ENCLOSURE 4.
Remarks by the Captain Supt. of Police.
Hon. Colonial Secretary.

I am afraid that Stanton's memory has played him false in his anxiety to help his friend the ex Sergeant Major.
I attach a copy of what the witness Tse actually did say in cross-examination by Stanton in reference to the payment of bribes to Indians.
You will observe that the questions and answers referred to alleged payments to Indian Constables.
It is quite consistent with truth, therefore, that Tse Leung should have denied that he distributed bribes to "Indian Constables" and to "Indians" generally.
The only Indian that he appears to have paid is the Sergeant Major.
I beg further to append the following extract from what P.C. At Hing stated in cross-examination by Stanton on the same day at the same hearing:
"I do not remember telling you that Tse Leung received bribes to pay Indian Constables and that he received 40 cents a day and kept back part of it.
